If you go by bus, you can ask the driver to stop at the entrance to Jeep Beach, walk 2 km to the bus stop, and then go down to the beach for another 45 minutes. .

I recommend staying at the Himara Hostel and renting kayaks instead. The price is cheap and the hostel itself is great. The volunteers are very cool, there is an outdoor place to hang out, they have cats and dogs (kittens when I visited) and breakfast included.
I enjoyed my stay at Himara Hostel so much that I extended my stay several times for a total of 6 nights!
